X9’s New Payment Fraud Forum Takes Aim at Fragmented Fraud Data

The payments industry has invested heavily in speed, convenience, and interoperability. But fraud intelligence has not always kept pace. Banks, payment networks, technology providers, and corporate finance teams may encounter different pieces of the same attack, yet inconsistent definitions and reporting practices can make those signals difficult to connect.

That challenge is the focus of the Accredited Standards Committee X9’s new Payment Fraud Forum. As reported by PYMNTS(opens in new tab), the forum is bringing together organizations across the payments ecosystem to develop common approaches for identifying, categorizing, reporting, and sharing fraud across payment types.

The objective is larger than creating another fraud working group. It is about making fraud intelligence more interoperable so that information learned by one institution can help another recognize risk before the next payment is completed. For financial institutions, that shift could strengthen detection, investigation, and prevention across an increasingly connected payments environment.

Omnichannel Controls Need Shared Intelligence

Fraudsters are not organized around the same boundaries as payment systems. An attack may begin with a compromised business email account, lead to a fraudulent supplier instruction, trigger an authorized ACH or wire transfer, and move through multiple institutions before the full pattern becomes visible. Each participant may see a legitimate-looking portion of the activity, while no single organization sees the entire sequence. This is one reason payment fraud has become a data interoperability problem as much as a detection problem.

The terminology used to describe an incident also matters. A single event might involve business email compromise, account takeover, vendor impersonation, or authorized push-payment fraud. If organizations classify that event differently, aggregating the data becomes more difficult. Common definitions will not eliminate the need for institution-specific fraud engines, but they can help systems interpret shared signals consistently and turn isolated observations into broader intelligence.

X9’s work builds on an earlier check-focused effort. In February 2025, the X9 Board of Directors established the Check Fraud Industry Forum as an open roundtable for users of check-related standards and technical reports, including TR 8, Check Security. The forum created a place for industry participants to discuss check fraud trends, prevention techniques, and the effectiveness of existing standards. That broader view is important because check fraud remains part of a larger, omnichannel risk environment. A financial institution may need to evaluate a check image, account behavior, deposit channel, payee information, and transaction context together.
